In 2007, IDEA carried out a review of HEFCE’s culture and values. We interviewed HEFCE’s staff and considered the extent to which they had a shared understanding of HEFCE’s values, as well as whether those values were appropriate to the ethical challenges faced by HEFCE as an organisation.
